This problem occurs when you plug a USB 1.1 device into a USB 2.0 external hub.

To avoid this problem, connect the USB device directly to the host controller and not an external USB 2.0 hub. Alternatively, reduce the use of broadband USB connection to reduce the risk of encountering this problem.
